Big Sky Care Connect (BSCC), Montana’s statewide health information exchange (HIE), is seeking an experienced and collaborative leader to serve as Vice President, Program & Operations. With expanded funding and statewide initiatives underway, BSCC is entering a pivotal phase of growth and innovation.
BSCC values collaborative leadership, accountability, and mission-focused execution. The Vice President, Program & Operations will work closely with executive leadership, partners, board of directors, and stakeholders to:
- Lead operations for a statewide HIE serving a diverse provider and payer ecosystem.
- Shape organizational structure, operational strategy, and service delivery models to support BSCC’s continued growth and statewide impact.
- Drive partner engagement, onboarding, and utilization and development of HIE core services.
- Translate strategy into operational execution, performance metrics, and measurable outcomes.
- Work at the intersection of HIE operations, data services, and multi-stakeholder collaboration.
Why This Role Matters
BSCC plays a critical role in enabling statewide data exchange and improving healthcare delivery across Montana. BSCC collaborates with healthcare providers, payors/payers, public health partners, and national interoperability organizations to strengthen healthcare data exchange infrastructure and improve care coordination across Montana. With new funding through the Rural Health Transformation Program, the organization is expanding and increasing its scope. This role is essential to leading that expansion by ensuring operational readiness, scaling partner engagement, and delivering on priorities.

KEY RESPONSIBILITIES
- Develop and execute strategies to expand participation and increase utilization of core HIE service delivery.
- Establish operational systems, performance metrics, and continuous improvement processes.
- Align program operations with technology platforms, interoperability frameworks, and data services.
- Partner across the executive team to ensure coordinated execution of organizational priorities.
- Drive partner engagement, growth, and retention across providers, payors, and stakeholders.
- Represent BSCC with partners, stakeholders, and national HIE/interoperability organizations.
- Provide executive leadership for program and operational functions, ensuring reliable delivery of HIE services and alignment with strategic priorities.
The position is remote within the United States, though Montana residency is strongly preferred. BSCC is committed to improving healthcare access and coordination across Montana, which requires this position to develop strong in-state networks through regular in-person engagement in Helena and other locations throughout the state to support healthcare innovation and collaborative problem-solving.
The ideal candidate will be an execution-oriented leader who can build trusted relationships across healthcare, technology, and public sector environments. We are seeking candidates with experience in:
- HIE, health data utilities, interoperability networks, and/or health information technology (IT).
- Partner engagement and growth in a multi-stakeholder environment (providers, payors, public sector).
- Leading operations across service delivery, outreach, and partner-facing functions.
- Translating strategy into execution, performance management, and outcomes.
QUALIFICATIONS
Requires education and experience equivalent to a bachelor’s degree in healthcare, business, information technology, health informatics, data science, or related field and seven years of leadership experience in healthcare, HIE, health IT, or a related field.
COMPENSATION & BENEFITS
The salary range for this position is
$200,000 – $230,000 annually depending on qualifications. This position is eligible for market- and performance-based salary increases and bonuses.
